The FCC has taken some steps here, including a Reassigned Numbers Database designed to help businesses confirm whether a number still belongs to the person they think it does. But that database doesn’t touch consumer-facing apps like Mr. Number, and it doesn’t get an inaccurate comment or listing corrected.
